The Health and Safety Manager works across all departments to embed a shared “one team” approach and ensure safety is consistently prioritised. The role maintains existing systems while integrating new management systems, strengthening consistency and supporting continuous improvement. It promotes a proactive safety culture by encouraging early risk identification, open communication, and learning focused practices. The manager also supports organisation wide wellbeing initiatives so that safety and wellbeing become part of everyday behaviour and contribute to a healthy, engaged workforce.

Key Responsibilities

Health and Safety Systems and Awareness   
  • Develop a strong understanding and appreciation of Health and Safety across Clúid and to support all staff to work safely in a positive and healthy working environment.  
  • Develop effective, proportionate and tailored systems and procedures for managing health and safety across the business. 
  • Ensure all staff members are aware of their individual and collective responsibilities and accountabilities with respect of health and safety. 
  • Support all front-line staff in ensuring the safety and well-being of all our customers, staff and 3rd party stakeholders through developing and maintaining proportionate systems to manage the risk of environmental hazards such as: LegionellaFire and Asbestos  
  • Support all contract managers and procurement leads in ensuring adequate scoping of Health and Safety requirements. 
  • To work closely with frontline staff to ensure that their activity helps tenants remain safe in their homes (legionella/ fire safety/ asbestos) 
  • Establish safe working procedures for all Clúidlone workers, to raise awareness of the safety risks presented by lone working to managers and employees and ensure safety for all when lone working. 

Risk Management/ Accident Investigations  
  • Maintain all statuary and group documentation including Safety Statement, Risk Register, Risk Assessments and analyse Incidents. 
  • Co-ordinate external audits and maintain Keep Well safety Status  
  • Provide technical guidance and support to Managers and Field supervisors on risk assessments method statements and project planning. 
  • Maintain responsibility for implementing, coordinating and monitoring risk management programmes associated with the role and maintaining a close relationship with the risk manager. 
  • Take a lead role in ensuring effective reporting, recording and investigation of accidents. 
  • Work in partnership with colleagues across many departments on any requirements arising from investigations or accident / near miss trends that have implications for staff.
  • Offer Health and Safety advice and support to all Clúid staff. 
  • Act as the primary liaison with the Health and Safety Authority HSA and coordinate responses to incidents or audits. 

Safety Leadership  
  • Establish key relationships within the organisation to become a trusted advocate for Health and Safety practices. 
  • Work closely with the Property Services, Commercial Development and Housing & Clann Services to ensure the delivery of high quality, safety conscience services. 
  • To actively contribute, across all departments, to the delivery of Clúid’s strategic objectivesvision and mission.
  • Maintain an awareness of all relevant changes to health and safety regulatory and guidance and to recommended changes in current practice and procedures.
  • Lead on Health and Safety improvement, awareness and engagement programmes, to ensure all staff have the right skills and knowledge of health and safety to fulfil their roles. 
  • Develop a Health and safety conscious culture across all of Clúid and staff.

Safety & Health Learning and Development 
  • Maintain, develop and update current training with new legislation if and when required.
  • Clúid learning and development programme that ensures continual professional development of our staff and allows for employee engagement specifically relating to safety and health.
  • Support the effective delivery of Toolbox Talks on a one-to-one and/or group basis in specific trade related subjects inclusive of Health and Safety matters. 
  • Work with and train managers and employees to manage, monitor and continually improve health and safety standards across the organisation. 
  • Provide health and safety training to staff to ensure they have the requisite knowledge to carry out their duties in a safe manner through working closely with Clúid’s Learning and Development Dept.

Ensuring Compliance  
  • Develop and manage organisational Health and Safety KPI’s
  • Ensure Clúid’s Health and Safety KPI reporting requirements to Board, Executive/ Performance Leadership Teams are adhered to. 
  • Ensure operational health and safety compliance with Clúid policies and procedures. 
  • Review all systems and processes regularly, to ensure they're main fit for purpose in light of changes within the business or regulatory requirements.
  • Drive the management and auditing of the Health and Safety standards in the workplace and liaise with all relevant stakeholders.
  • Maintain the organisation’s safety standards, procedures and other related Health and Safety and training documentation.

Experience/Qualifications

  • 3rd level H&S qualification 
  • Health and Safety Training Qualification – Manual Handing VDU  
  • Minimum of 5 years H&S related experience  
  • Developing H&S systems and processes that are tailored to meet the individual needs of the staff and business as a whole 
  • Developing, delivering and reviewing tailored training programmes for staff 
  • Developing, delivering and reviewing tailored training programmes for staff 
  • Working in a construction/ maintenance related environment 
  • Managing H&S across a geographically dispersed and diverse business  
  • A strong and rounded knowledge of current regulatory requirements in Ireland
